Leafy looks like an upgrade because it rolls rarer than the starters at 1 in 11, but the stat sheet does not agree, since a Tier D ranking puts it a hair above Sunset and nowhere near Fin. The cat-eared shape gives it a collector aura that the actual numbers do not earn.

Treat Leafy as a slightly nicer stepping stone, not a keeper. Equip it only if you have nothing better on hand, and replace it the instant an uncommon like Meow or any usable common drops. Players who hold onto Leafy too long are paying a hidden tax in slow zone clears, since the slime simply does not scale into mid-game encounters before you are forced to swap it.

Its rarity is a vanity number here, not a real power level you can build around. Once you reach the second or third zone, Leafy is purely a backup, and by the time Orca enters the picture you should not see Leafy in your active loadout at all. Pull it for the dex entry, equip it for an hour at most, and feel no loss when a stronger early common shows up to take the slot.
